Assignment Title: Bhutan Enterprise Survey

Funding Source: The Ministry of Economic Affairs and the Bhutan Chamber of Commerce are launching an Enterprise Survey, with the support of the World Bank. The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank’s administrative budget.

Individual/Firm Profile: The consultant will be a firm or consortium of firms.

Submission Requirements:

The Finance and Private Sector Development Sector Unit of the South Asia (SASFP) in collaboration with the Financial and Private Sector Development Network (FPD) of the World Bank will employ the services of a specialized firm for the implementation of a firm level survey in Bhutan.

The implementation of these services will include translation of the survey questionnaire from English to the appropriate languages, face-to-face interviews with business managers using a standard questionnaire developed by the World Bank, and the entry and cleaning of the data into a homogeneous data set. A sample of approximately 150 firms will be selected for interview. The project will follow the guidelines provided by SASFP and FPD.

The Ministry of Economic Affairs now invites eligible firms to indicate their interest in conducting this firm level survey project. Interested contracting firms should provide information indicating that they are qualified to perform the services (description of past similar assignments, experience in similar conditions, availability of appropriate skills among staff, capacity to implement and/or to coordinate firm-level surveys, resumes/CVs of key staff attesting to work experience and academic qualifications). Firms may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest (EOI) as per the provided EOI template. EOI should be a single document and submitted by e-mail to sonamt.ppd@moea.gov.bt or at the Policy and Planning Division of the Ministry of Economic Affairs to the attention of Mr. Sonam Tashi by Wednesday, February 18, 2009 before 3pm. Consulting firms that have submitted an EOI will be invited to meet with the Ministry of Economic Affairs, BCCI and the World Bank on Friday, February 20, 2009 at 9.30am, at a location to be determined.

Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
